The vision of the Carroll County Recycling Operation is to encourage a culture of Waste Reduction, Reuse, and Recycling. It is our goal to recommend and facilitate programs; educate students, residents, and businesses to minimize the waste stream; and maximize the recovery of valuable and useful materials. This is our commitment to the environment and the people of our communities. 

Recycling Operations offers voluntary recycling opportunities for all Carroll County residents and businesses. Licensed haulers are required to offer all their customers a curbside recycling service. For residents or businesses who wish to haul their own waste and recyclables to the landfill, the County provides a drop-off site for waste ($) and a full-service Recycling Center at the Resource Recovery Park, northern landfill, 1400 Baltimore Boulevard, Westminster, MD 21157. No charge for recycling. 

The Recycling Center, located at the Resource Recovery Park, Northern Landfill, accepts all materials recycled through the County's curbside program (Acceptable Recyclable Materials) plus textiles, rigid plastics, car & truck batteries, used motor oil, and antifreeze. Monday-Friday and 8:00 a.m. to 3:00 p.m. 

The County Landfill also accepts the following for recycling: white goods/scrap metal, yard trim, electronics, kitchen oil, and has a Habitat for Humanity drop-off for usable building material.
