The Board of County Commissioners has served as the Bureau of Housing and Community Development's (Public Housing Authority or PHA) governing body since the inception of the County's Housing Choice Voucher Program. The Commissioners, or their designees, have signed documentation required by the Department of Housing and Urban Development (HUD) for various authorizations about the program. The document under consideration is the Annual Plan. Carroll County Bureau of Housing is in the fifth year of the current 5-year plan (2020 - 2024). The Carroll County program provides 100 Non-Elderly Disabled Vouchers, 33 Family Unification Vouchers, 15 Veterans Affairs Supportive Housing Vouchers, 119 Mainstream Vouchers, and 529 Tenant Based Rental Assistance Vouchers for a total of 796 Housing Assistance Vouchers. On July 29, 2016, the Housing Opportunity through Modernization Act of 2016 (HOTMA) was signed into law with the Final Rule published in 2023.  HOTMA made numerous amendments to Sections 2, 8, and 16 of the United States Housing Act of 1937, including changes to income calculation, net family assets, and income reviews.  We have adjusted language within our Administrative Plan to reflect these changes as required.  There were five (5) adjustments to language related to policy changes that the housing authority made.
