What is the HTC Program?

This program allows credits against the homeowners’ property tax bill if the property taxes exceed a fixed percentage of the person’s gross income, in other words, it limits the amount of property taxes a homeowner must pay based upon his or her income.

Who is eligible to apply for this program?

Although the program was originally for older adults, it is now available to any homeowner regardless of their age. The credit is based upon the homeowners’ gross income (before any deductions are taken).

What are the requirements of the HTC Program?

  • You must own or have a legal interest in the property.
  • The dwelling on which you are seeking the tax credit must be your principle residence where you live at least six months of the year, including July 1st, unless you are a recent home purchaser or you are unable to do so because of your health or need of special care.
  • Your net worth, not including the value of the property on which you are seeking the credit, must be less than $200,000.

What are the income requirements for this program?

Income (including non-taxable income such as Social Security and Railroad Retirement) for all household occupants must be reported unless the occupants are dependants or they are paying rent or room and board.

What documents are needed to complete the application?

Copies of all 1099 forms for any income you received in the previous tax year. If you have filed or will file a Federal Income Tax Return, a copy of the return is needed.

How is the credit received?

If your application is received and processed by May 1st, you will receive a credit on your July tax bill. If your application is received or processed after May 1st, you will receive a reimbursement by a voucher if you haven’t paid your taxes yet or by check if you’ve already paid your taxes.

What happens if you are not eligible?

If you are found not eligible, you will be informed in writing. The letter will tell you why you were found ineligible, what steps to take if further questions remain, and how you can appeal the denial if you don’t agree with it.
