What is the RTC Program?

This program provides property tax credits for renters, who meet certain requirements. The concept rests on the reasoning that renters indirectly pay property taxes as part of their rent. The plan is based on the relationship between rent and income.

Who is eligible to apply for this program?

If you are age 60 (or over) or are 100% disabled and meet all of the requirements, it would be worthwhile to file an application for the Renters’ Tax Credit program. Those renters’, who are under the age of 60, may also apply for this program, but there are different guidelines which they must follow.

What are the requirements of the HTC Program?

  • The rented dwelling must be the principal residence, where the renter resided for at least 6 months in Maryland in calendar year.
  • The applicant must have a bona fide lease for the property and be legally responsible for the rent.
  • If the dwelling that is rented is exempt in any way from property taxation, a tax credit cannot be granted.
  • The applicant, spouse and/or co-tenant must have a combined net worth of less than $200,000.

What documents are needed to complete the application?

Copies of all 1099 forms, all rent receipts from January to December, a copy of lease or rental agreement and a copy of the Federal Income Tax return (if one is filed).

How is “income” defined for this program?

Credits are calculated according to total income, meaning all combined gross household income, before deductions. This includes income from all sources, whether or not taxable for federal & state income tax purposes. It also includes Social Security, as well as all other retirement benefits.
