NOTICE OF INTENT TO PURCHASE

A RURAL LEGACY EASEMENT- Approved Option to Purchase-9-26-19

The Board of County Commissioners of Carroll County, Maryland, announces its intent to purchase a Rural Legacy Easement over 85.15 acres of land, located at 4201 Water Tank Road, Manchester, Maryland, 21102 from Carol W. Johnson and David A. Warner for $381,142.77.  The County Commissioners will decide whether or not to purchase this easement at a public meeting which is to be held no sooner than fifteen days from the date this notice appears.  Any person wishing to comment on the proposed purchase may do so, either orally or in writing, by contacting the County Commissioners Office, 225 North Center Street, Westminster, Maryland, 21157, and/or may appear at the meeting. Briefing/Discussion/Decision Request Approval to Exercise an Option to Purchase a Rural Legacy Easement on the David Warner/Carol Johnson Property
An 85.15-acre farm property owned by David A. Warner and Carol W. Johnson was granted preliminary approval to participate in the County Agricultural Land Preservation Program by the County Agricultural Land Preservation Advisory Board on October 10, 2018. The easement will be purchased through the Maryland Rural Legacy Program using only state funds at a cost of $381,142.77. Notice of Intent to purchase a conservation easement on the property has been duly advertised.
The Option signed by the owners provides 120 days for the Commissioners to exercise the Option thereby converting it to a Contract of Sale. The Maryland Department of Natural Resources Rural Legacy Program has approved the purchase through a grant agreement with Carroll County, and the County and the landowner are ready to proceed to the easement settlement stage.
