Text Amendment Process and Procedures

Changes to zoning code text can occur in three different ways:

  • through a citizen request;
  • staff update;
  • or as part of comprehensive plan implementation.

    All amendments sent to Board of County Commissioners to initiate the process. 

Md. LAND USE Code Ann. § 4-202 and § 4-203 (Land Use Article) provides for the establishment, enforcement and amendment of zoning regulations and boundaries. The following procedures have been established in accordance with these laws.

  • All text amendments are submitted to the Board of County Commissioners for their referral to County Planning and Zoning Commission (Carroll County Law of Ordinances § 158.134  AMENDMENTS) ;
  • The Planning and Zoning Commission reviews the proposed amendment and makes a recommendation to the Board of County Commissioners (the Board);
  • The Board will host a public hearing after a duly advertised notice in a paper of general circulation;
  • The Record will be kept open for a minimum of 10 days after the public hearing;
  • Discussion and Deliberations will be scheduled two weeks after the public hearing;
  • Finally, the Amendments are effective once the changes are approved by the Board.
