Water & Sewer Master Plan Amendments
Applications for an amendment to the Carroll County Master Plan for Water and Sewerage must provide complete information and be signed by the applicant requesting the amendment and by the owner of the affected property. Questions pertaining to the information required on the application may be directed to the Carroll County Department of Planning.
Spring 2018 Amendment Cycle
The Sewer amendment: For the Winfield/South Carroll High area, this amendment would add the County salt dome respite trailer at Old Liberty Road to the Unincorporated Area Future Waste Water Demand table (28A) and update the Winfield-South Carroll Sewer Service Area map. The Carroll County Bureau of Roads is replacing an existing site trailer at 1400 West Old Liberty Road with a new one. This trailer is used for roads crew operations as a site of respite during emergency storm events. This trailer will need to utilize water and sewer that is located nearby. Currently, the site this trailer is located on is not within the Carroll County Water and Sewer Plan for the Winfield Area. This project will be processed as a temporary use with a proposed annual use of 1,000 gallons per year.
The Water amendment: : For the Town of Hampstead Water Service area, this amendment would add the Patmos property and the Melanie Acres 3 subdivision to Priority Planning in the Projected Water Supply Demands and Projected Capacity table (16). The Melanie Acres 3 subdivision would move from Future Planned Service area (W-5) to Priority Service Area (W-3) in the Hampstead Water Service Area map (13). The Town is in the process of reviewing a site plan for the Patmos property and a subdivision plan for Melanie Acres 3. The Town of Hampstead Planning Commission certified, during their February 28, 2018 meeting, this amendment is consistent with the Town’s Comprehensive Plan.

Special Summer 2017 Amendment Cycle
The Sewer amendment: For the Freedom Area, this amendment would add the Schoolhouse Pump Station and force main project to the Freedom SSA Priority Project table (18G). The Bureau of Utilities has decided that a significant portion of existing Relief Sewer No. 10 needs to be abandoned and new infrastructure needs to be built. This decision was planned as part of the Utilities Capital Process and was based on the following complications that exist at the current site. The inceptor:
- Crosses CSX rail line in two locations
- Travels between CSX rail line and South Branch Patapsco River (Carroll/Howard County Line) and is nearly inaccessible for maintenance
- Is over 45 years old, Vitrified Clay Pipe (VCP) and is flat sloped
- Is in poor condition, has many root intrusions that have caused sewer backup situations
- Has substantial infiltration and options for replacement or rehabilitation are limited by steep slopes, wetlands, and the location of the rail line
The Board of County Commissioners was briefed on October 5, 2017 and authorized a public hearing regarding these amendments on October 26, 2017. This amendment cycle was approved by the Board of County Commissioners on November 9, 2017.
