Westminster, MD, Thursday, January 24, 2019 – Today during Open Session, the Carroll County Board of Commissioners (BOC) announced it will eliminate written minutes for meetings which are recorded. The commissioners believe the best record of proceedings is the actual recording of what took place, rather than a synopsis as provided by traditional minutes. Effective immediately, the recordings will serve as the official record.

The Annotated Code of Maryland states in § 3-306, (2) “A public body need not prepare written minutes of an open session if: (i) live or archived video or audio streaming of the open session is available”.

Only commissioner open meetings which are recorded will be exempt from written minutes. These recordings are available on the county meeting portal, YouTube channel, and the county Facebook page. In addition, all meetings are replayed on Comcast Channel 24.
