Westminster, MD, Tuesday, September 27, 2022 – The Carroll County Board of Commissioners (BOC) is confirming the appointment of five initial members to the county’s first-ever police accountability board. The members are:

Steven Miller
Ian Shaw
Jeremy Willet

On May 5, 2022, in Open Session, the Carroll County Board of Commissioners approved a resolution to create a local police accountability board and administrative charging committee.  The resolution is available on the county’s website.

In 2021, The Maryland General Assembly mandated that each county create a local police accountability board and administrative charging committee to adjudicate local police disciplinary matters for the county and local municipalities.

The Carroll County Police Accountability Board (CCPAB), is appointed by the commissioners to receive complaints of police misconduct, review police disciplinary trends, and work with local law enforcement to improve policing.

Now that the CCPAB is established, the Carroll County Administrative Charging Committee can move forward to establish its full membership. This board will also consist of five members, including the chairperson of the Police Accountability Board, two members appointed by the County Commissioners, and two civilians selected by the Police Accountability Board. The Carroll County Administrative Charging Committee (CCAC) will review individual police disciplinary investigations and determine whether administrative charges against an officer are appropriate.
