Westminster, MD, Monday, June 13, 2022 – On May 5, 2022, in Open Session, the Carroll County Board of Commissioners approved a resolution to create a local police accountability board and administrative charging committee.  The resolution is available on the county’s website. The commissioners are now accepting applications online for the Police Accountability Board and Administrative Charging Committee. Applications are due by Friday, June 17, 2022, at 4:30 p.m.

In 2021, the Maryland General Assembly repealed the Law Officer’s Bill of Rights and mandated that each county create a local police accountability board and administrative charging committee to adjudicate local police disciplinary matters for the county and local municipalities. The police accountability board must be created by July 1, 2022.

The Carroll County Police Accountability Board (CCAB) is appointed by the commissioners to receive complaints of police misconduct, review police disciplinary trends, and work with local law enforcement to improve policing.

The Carroll County Administrative Charging Committee (CCAC) will review individual police disciplinary investigations and determine whether administrative charges against an officer are appropriate. The Board of County Commissioners appoints two of five members.

Each member of the CCPAB or CCACC shall be a Carroll County resident and shall not have a charge pending or have been convicted, in federal or state court, of a crime punishable by imprisonment exceeding one year and received a sentence of imprisonment for more than one year, unless pardoned.
