We have crafted an information packed day to provide you with the resources and details that you need to navigate Carroll County’s robust Homeless Service Delivery System. We encourage people to attend who use or have used our services, as well as professionals and community members seeking to learn more about what Carroll has to offer. Please join us, alongside our special guest, Danielle Meister, Assistant Secretary for Homeless Solutions with the Maryland Department of Housing and Community Development, as we bring together service providers, system leaders, advocates and people with lived expertise in homelessness to learn from each other, highlight current services available to support at-risk individuals and build solutions to ensure homelessness is rare and brief in Carroll County.

Panel Presentations
Housing and Services
Learn from local providers of shelter services, supportive services, and housing programs on how they
help individuals and families stabilize their living situations. Understand factors such as income level,
homelessness status and family composition that may determine an individual or family’s eligibility for
these programs.
Street Homeless
Learn from a team of professionals who provide supportive services to individuals living in unsheltered
homelessness. Gain a deeper appreciation of the complexity of people’s journeys, while
understanding the importance of approaching this work with empathy, humility, and a commitment to
improving systems of support.
Lived Expertise
Learn from individuals with diverse backgrounds and ages who have lived experience with
homelessness and who have used the services available in Carroll County. Engage in genuine
discussions about the challenges and positive experiences they have had as we discuss what works
well and where we can improve.
Solution Building
Join us as Danielle Meister, Assistant Secretary of the Division of Homeless Solutions for the
Maryland Department of Housing and Community Development and Amy Louttit, Director of Youth
Homelessness System Improvement Project lead us through a solution building session. This session
will identify opportunities to enhance and expand Carroll’s continuum of housing and services to
reduce homelessness.
