Landlords
If you own rental property in Carroll County and are interested in working with our Housing Choice Voucher program to rent your property, we encourage you to do the following:
- Review the HUD Fact Sheet for an overview of the voucher program and how it works.
 - Review the Maryland Department of the Environment Lead Certification Requirements.
 - Go to www.mdhousingsearch.org ; www.move.com to list your property for free, and call our office to notify us of the vacancy. We are often able to match tenants and landlords very quickly.
 - Visit Landlord Resources on the HUD website.
 - Wait for a voucher holder to contact you about your listing.
 
If a voucher holder is interested in your property, they will provide you with a Request for Tenancy Approval (RFTA) form. This form must be completed and returned to our office. Once we receive it, we will contact you to finalize the contract details and schedule a Housing Choice Voucher (HCV) inspection.
Please note: We cannot inspect any property before receiving a completed RFTA form from the prospective tenant.

In general, inspections ensure that all units comply with state and county housing codes, as well as general health and safety standards. All household appliances present must be in working condition. If your unit does not pass inspection, you will have the opportunity to correct any deficiencies.
If you have vacant units available for rent, you can list them for free at www.gosection8.com to reach voucher holders. This free service is convenient, efficient, and reliable. You may also contact our office directly to list your vacancies.

If you have received a Rent Reasonableness Survey from our agency, please complete the form and return it by mail or fax. Our office periodically conducts random surveys of local rental units to ensure that rents remain fair and competitive for both owners and tenants. The information you provide is used solely for this purpose and is not shared or distributed otherwise. We appreciate your cooperation.
