The Upper Monocacy watershed is located in the northwestern corner of Carroll County. The watershed is within the Monocacy River Basin in the Piedmont physiographic province of Maryland and consists of eight (8) major subwatersheds. The Upper Monocacy watershed drains to the Potomac River basin, which is a tributary to the Chesapeake Bay.

Carroll County is seeking citizen feedback and comments on six separate watershed restoration plans, characterization plans, and stream corridor assessments for the following watersheds in Carroll County: Upper and Lower Monocacy, Prettyboy, Loch Raven, Double Pipe Creek and Liberty. The purpose of the watershed restoration plans is to outline the steps required to restore and protect the respective watershed area.
