Westminster, MD, Wednesday, October 1, 2025 – Last week, the Carroll County Board of Commissioners proclaimed Friday, September 26, 2025, as Private First Class (PFC) Lawrence Richard “Dick” Beard Hero’s Homecoming Day.  After 84 years, PFC Beard has finally returned home to his rightful resting place, with the dignity and honor he deserves.

PFC Beard enlisted in the United States Army Air Force in February of 1941 and served courageously under General MacArthur during the defense of the Philippine Islands. He endured the Bataan Death March, captivity at Cabanatuan Prisoner of War Camp #1, and tragically died at the camp on November 4, 1942, at the age of 27. His sacrifice, along with so many others, represents the highest measure of devotion to country and freedom.

The American Battle Monuments Commission meticulously cared for PFC Beard’s POW grave for the past 70 years, and he is memorialized on the Walls of the Missing at the Manila American Cemetery and Memorial in the Philippines. Thanks to the tireless efforts of the Department of Defense POW/MIA Accounting Agency, his remains were identified this June, and Carroll County has been given the sacred responsibility of welcoming him home.

Commissioner Gordon, District 3, attended the hero’s procession in Westminster last Friday.  He presented the proclamation on behalf of the entire Board of Commissioners to PFC Beard’s niece and nephew. Commissioner Gordon said, “I had the solemn honor of attending the repatriation at Fletcher’s Funeral Home for Private First-Class Lawrence Richard 'Dick' Beard, a son of Westminster and Carroll County. May we never forget PFC Beard’s courage, sacrifice, and the ultimate price he paid for freedom. His return home reminds us that even after generations pass, Carroll County will always honor her sons and daughters who serve.”

PFC Beard was laid to rest on Monday at St. Mark's Cemetery in Snydersburg, surrounded by his loving family and grateful community members.  Commissioner Ken Kiler, District 2, attended the service and shared that “there was grieving and finally closure after 84 years. The funeral was humbling and very moving.  I was honored to witness PFC Beard’s niece and nephew receive the American Flag from a grateful nation.”
