Westminster, MD, Thursday, April 30, 2026 - Please be advised that the Carroll County Government Permitting, Plan Review, and Licensing Portal (CPPL) will be offline beginning Thursday afternoon, May 7th, through Monday morning, May 11th, for scheduled system maintenance. This planned work is essential to maintaining a dependable and well‑functioning system. 

Walk‑In Permit Applications and Information:

Walk‑in permit applications can still be dropped off on Friday, May 8th. If the application is complete, it will be held and entered into the system once services are restored on Monday, May 11th. During this time, the Permits and Inspections Office will be unable to issue permits, certificates of use and occupancy, licenses, or accept any form of payment.

Inspection Requests: Inspection requests for Friday, May 8th, must be submitted online no later than 4:30 PM on Thursday, May 7th.

Requests made during the offline maintenance must be submitted by calling 410‑386‑2674.  Please have the permit number and job location ready when you call.

The (CPPL) Portal will be unavailable for the entire maintenance window:

  • Thursday, May 7 — Systems access removed at 4:30 PM
  • Monday, May 11 — Systems access restored by 10:00 AM
