Carroll County Requests Community Feedback on Hazard Identification and Risk Assessment (HIRA) Development
Westminster, MD, Monday, May 4, 2026 - The Carroll County Department of Emergency Management and Communications (DEMC) is seeking community feedback to support the development of the county’s Hazard Identification and Risk Assessment (HIRA). HIRA provides a comprehensive assessment of hazards that may threaten the safety and livelihood of residents and visitors in Carroll County.
Specifically, HIRA will:
- Identify hazards that could affect daily life
- Evaluate the likelihood of each hazard
- Assess the potential consequences of those hazards
DEMC is asking county residents to complete a short questionnaire to help better understand how confident the community is in both the local government’s ability and their own ability to respond to and recover from four identified high-priority natural hazards: Drought, Severe Thunderstorms, Winter Weather, and Land Subsidence.
