Community Reinvestment and Repair Fund

Westminster, MD, Wednesday, October 8, 2025 – The Board of Carroll County Commissioners will hold a Public Hearing on Thursday, October 23, 2025, at 9:00 am, to hear community feedback on the county’s use of the Community Reinvestment and Repair Fund (CRRF).
The CRRF, established under the Cannabis Reform Act of 2023, allocates a portion of adult-use cannabis tax revenue to local jurisdictions to support community-based initiatives that benefit low-income communities and those disproportionately impacted by the enforcement of cannabis laws.
The only uses the CRRF allows per state law are:
- Housing and Homelessness Prevention
- Behavioral Health Crisis Response
- Education and After-School Programs
- Truancy and Absenteeism Intervention Programs
- Job Training and Workforce Development
- Community Childcare and Recreational Services
- Transportation improvement
- Programs that benefit individuals and families impacted by incarceration
- Services for persons residing in 21157
*** All programs funded must serve low-income households.
