Connected Device Program Recognized for Exceptional Roll Out
Westminster, MD, Monday, December 15, 2025 – Carroll County was recently recognized for its exceptional work in implementing Maryland’s Department of Housing and Community Development’s (DHCD) Connected Devices Program through DHCD’s Digital Equity Office (DEO). The county’s Department of Information Technology (IT) led a strong campaign, alongside the Departments of Citizen Services, Workforce Development, and the Carroll County Technology Council, to distribute 5,000 Chromebook devices to households and individuals in need. 35% of the distribution went to seniors and individuals with disabilities.
The implementation of the Connected Device Program was successful thanks to the strong partnerships throughout the county and led to the creation of the Carroll County Digital Equity Coalition. (CCDEC). CCDEC brings together local organizations working to strengthen the network of technology access, digital skills training, and workforce development opportunities across Carroll County.
“We are proud of this recognition,” said Alison Deigan, Carroll County IT director. “It is a testament to the strong community collaborations, both public and private, working together to end the digital divide.”
