Drafts of Carroll County and Municipalities Water Resources Element Available for Review
Westminster, MD, Tuesday, November 25, 2025 – Carroll County Planning & Land Management (PLM) and municipalities collaboratively developed and updated one unified Water Resources Element (WRE) of the Master Plan. This comprehensive plan element is intended to satisfy the requirements of MD Code, Land Use, § 1-410 and §3-106, Water Resources Element.
The WRE draft plan was sent to the Maryland Department of Planning on November 12, 2025, to coordinate the required state-agency review and is available for public review here.
PLM is accepting public comment on behalf of the county’s/municipalities’ nine Planning Commissions concurrent with the state review period. PLM will host a public information session, tentatively scheduled for Wednesday evening, January 14, 2026. A joint public hearing with the Carroll County Planning Commission and participating municipal Planning Commissions is tentatively scheduled for Wednesday evening, February 4, 2026, at 6 PM. Check the webpage in January to confirm these dates and for more details regarding time and location.
Written comments from the public may be emailed to Brenda Dinne, PLM Special Projects Coordinator, at bdinne@carrollcountymd.gov any time during the open review period, up to the close of the public hearing on February 4, 2026. Written comments may also be mailed to Water Resources Element, Attn: Brenda Dinne, 225 North Center Street, Room 209, Westminster, MD 21157. Written and verbal comments from the public will also be accepted by the Planning Commission during the public hearing. Comments received during the public review period and the public hearing will be considered equally.
The WRE element is a draft and subject to change based on the comments received and deliberations of the Planning Commission. Hard copies are available upon request at the PLM office.
