Effingham to Serve as Interim County Administrator During Transition
WESTMINSTER, MD, Tuesday, August 11, 2026 – The Board of County Commissioners (Board) is pleased to share that Ms. Deborah Effingham, Deputy County Administrator, will serve as Interim County Administrator during the transition of Roberta Windham’s retirement and the hiring of a new Administrator.

Ms. Effingham has been a professional, effective, and critical member of the County's leadership team, and so the Commissioners are grateful that she has agreed to serve in an acting capacity as the search for a County Administrator continues."
Effingham has been employed with Carroll County Government for over 21 years. She worked in various roles in the Department of Management and Budget for the majority of her tenure. In the spring of 2023, Ms. Effingham was hired as the county’s first Deputy County Administrator, a new position created to support the County Administrator, including the coordination of overall county operations and working closely with the Board of Commissioners, department leadership, community, business leaders, and other state and local officials to define and develop strategies to enhance the delivery of county services. Prior to working for Carroll County, she worked in the private sector as a financial controller for Wheelabrator Technologies, Inc. in Baltimore.
She shared, “I am humbled and grateful for the opportunity to serve as Acting County Administrator while the search for a permanent replacement is underway. I remain committed to ensuring continuity, stability, and strong support for our county operations during this transition.” Effingham will begin serving as Interim Administrator on Thursday, August 27th.
