Westminster, MD, Thursday, May 21, 2026 - The Board of Carroll County Commissioners (BoC), with the Department of Economic Development, invites the public to a dedication ceremony in honor of John T., “Jack” Lyburn on Sunday, May 31st at 1:00 pm at the Carroll County Farm Museum in Westminster.

The BoC will commemorate and honor former Economic Development Director Jack Lyburn for his many years of service by dedicating a new dining pavilion at the Carroll County Farm Museum to Jack and his family.  Considered one of the county’s jewels, the Farm Museum benefited from Jack’s unwavering support and advocacy. The pavilion, named “The John T. Lyburn, Jr Family Pavilion,” was one of Jack’s final projects with the department, and one he was deeply committed to bringing to completion.  

Mr. Lyburn served Carroll County as the lead economic developer for over 20 years and was involved in local and regional commercial real estate for over 32 years.  His impact on Carroll County is represented by too many projects to list, but his legacy will continue to be seen in the Carroll County community for many years to come.  

Light refreshments will be served following the dedication.  All are welcome to attend and commemorate the many contributions Jack made to Carroll County.
