Westminster, MD, Wednesday, June 3, 2026 - The Board of Carroll County Commissioners (BoC) will hold a public hearing on Thursday, June 11, 2026, beginning no sooner than 9:00 a.m. to hear public comments on a proposed Ordinance amending Chapter 158, Zoning. The proposed Ordinance would extend the temporary deferral on final approval of retirement villages/retirement homes in the Freedom Designated Growth Area to October 1, 2026.

The temporary deferral was discussed by the Board of Commissioners on December 18, 2025, May 7, 2026, and on May 14, 2026.

The proposed amendment and current code may be reviewed by clicking on one of the links below or by obtaining hard copies in the main lobby of the County Office Building (225 North Center Street, Westminster, Maryland, 21157) during normal business hours.

To comment on the proposed legislation, please attend the hearing or email the BoC at commissioners@carrollcountymd.gov  prior to the date of the hearing. The BoC may decide to make amendments to the proposed legislation based on the comments received and may do so without further hearings. Therefore, it is important for interested people to be present or send comments.
