Westminster, MD, Wednesday, May 20, 2026 - The Board of Carroll County Commissioners (BoC) will hold a public hearing on Thursday, May 28, 2026, beginning no sooner than 9:00 a.m. to hear public comments on a proposed Ordinance amending Chapters 158, Zoning, and 155, Development and Subdivision of Land, of the Code of Public Local Laws and Ordinances of Carroll County. The proposed Ordinance would prohibit residential uses in planned commercial centers unless approved prior to December 18, 2025.

The proposal for amendments was discussed by the Planning and Zoning Commission (PZC) on March 4, 2026, and March 17, 2026. The PZC recommendations were presented to the Board of County Commissioners (Board) on April 23, 2026.

To comment on the proposed legislation, please attend the hearing or email the BoC at commissioners@carrollcountymd.gov  prior to the date of the hearing. The BoC may decide to make amendments to the proposed legislation based on the comments received and may do so without further hearings. Therefore, it is important for interested people to be present or send comments.
