Westminster, MD, Friday, February 20, 2026  -  The Finksburg Planning and Citizens’ Council is hosting a public information session regarding a proposed text amendment to County Zoning Code Section 158.115 – Use-Off-the-Premises Signs on Thursday, March 5^th, from 6:30 pm – 8:00 pm at the Finksburg Branch Library, 2265 Old Westminster Pike, Finksburg, MD 21048.

The proposed amendment would permit the consolidation of multiple billboards on the same property into one larger sign.  The proposal for a text amendment was referred to and discussed by the Planning and Zoning Commission (PZC) in October 2025, December 202,5 and January 2026.  PZC recommendations were presented to the Board of County Commissioners (Board) on February 5, 2026.

During the public information session, staff from Carroll County Planning and Land Management will give a presentation on the proposal beginning at 6:30 pm and will be available to answer questions until 8:00 pm.

The Board has agreed to schedule a public hearing about the proposal, and the date of the hearing will be announced in the coming weeks.
