What is a Master Plan?

The Master Plan helps to create communities and landscapes of lasting value that make you proud of Carroll County! It does this by looking at what is working well and what can be improved when it comes to things like...

Land Use - The way land is used now and how it should be used in the future;

Housing – Supporting housing choices that you can afford and that meet your needs;

Economy – Enabling shopping, employment, and industry that give you choices and create jobs for you and your neighbors;

Community Facilities – Providing for public spaces and services that are enjoyable and enhance your safety and quality of life;

Circulation – Planning for a network of roads, sidewalks, and trails that get you where you need to go safely and conveniently; and,

Natural Areas - Protecting the natural resources that we all need for a clean and healthy planet.

The result is a ten-year plan that guides decision-making and investment in Carroll County so that leaders and community members alike can be good stewards of all the attributes that make Carroll County a great place to live, work, and play.
