A Citizen's Guide to Carroll County Zoning Districts 2022 is a brief summary of the zoning regulations in our County. The emphasis of this guide is on zoning--what zoning is, and how it is used to regulate the development of property.  This 2022 document is intended as a reference guide only.  The Carroll County Office of Zoning Administration makes all final zoning determinations.
