Notice of Public Hearing - Water Resources Element
Location: Room 311, County Office Building
Notice is hereby given that pursuant to Land Use Article, Title 3, Subtitle 2, Section 3-203, of the Annotated Code of Maryland, the Board of Carroll County Commissioners (Board) will conduct a public hearing on Thursday, July 16, 2026, beginning no sooner than 9:00 a.m. in Room 311 of the County Office Building at 225 North Center Street in Westminster.
The purpose of the public hearing is for the Board to receive any comments from persons wishing to speak on the Planning Commission-approved and recommended 2024 Water Resources Element: Carroll County, Freedom, Hampstead, Manchester, Mount Airy, New Windsor, Sykesville, Taneytown, Union Bridge, Westminster, dated April 2026.
To comment on the plan document, please attend the hearing or email the Commissioners at commissioners@carrollcountymd.gov prior to the date of the hearing. The Commissioners may make amendments to the proposed plan element based on the comments received and may do so without further hearings. Therefore, it is important for interested persons to be present or send comments.
The plan document may be reviewed in one of the following manners: 1) visit the County’s website (https://www.carrollcountymd.gov/government/directory/planning-land-management/comprehensive-planning/land-use-functional-plans/functional-plans-and-reports/water-resources-element/); 2) obtain a copy in the main lobby of the County Office Building (225 North Center Street, Westminster, Maryland, 21157) during normal business hours.
