The Code of Public Local Laws and Ordinances of Carroll County is a compilation of all local laws and ordinances in effect in Carroll County. The Code of Public Local Laws contains 14 titles passed by the Maryland General Assembly. Other laws in effect in Carroll County may be found in the Annotated Code of Maryland, specifically Article 25 which applies to Commissioner counties. The Code is periodically supplemented as local laws are enacted or amended and as ordinances are adopted or amended.

NOTICE OF PUBLIC HEARING

The County Commissioners of Carroll County will hold a public hearing on Thursday, October 20, 2022, at 9:00 a.m., in Room 311 of the County Office Building, 225 North Center Street, Westminster, Maryland, 21157, to hear public comments on proposed amendments to Chapter 34, Ethics of the Code of Public Local Laws and Ordinances.  The amendments would include new conflict of interest provisions and financial disclosure requirements, which are being added to comply with state law.

            The Commissioners may make amendments to the proposed legislation based upon the comments received at the hearing and may do so without further hearing.  Therefore, it is important for interested persons to be present.

            The Americans with Disabilities Act applies to the Carroll County Government and its programs, services, activities, and facilities. AN AGRICULTURAL LAND PRESERVATION EASEMENT

 

            The Board of County Commissioners of Carroll County, Maryland, announces its intent to purchase Agricultural Land Preservation Easements affecting the following properties through the Maryland Agricultural Land Preservation Foundation matching funds program, which will pay 60 percent of the cost so long as the County pays the remaining 40 percent. Dollar amounts are not yet available however, the County cost-share amount shall not exceed an annually budgeted $1.333 million for the total of 584.15 acres unless further public notice and Commissioner approval is given.

In October 2020 the Carroll County Board of Commissioners created the Department of Fire and Emergency Medical Services, or DFEMS. Amendments to Chapter 37 of the Carroll County Code of Public Laws and Ordinances are being considered to delineate the authority and responsibilities of the DFEMS as well as the DFEMS Director. The amendments also establish the 14 fire stations of the Carroll County Volunteer Emergency Services Association as organizational components of the department. The County Commissioners will hold a public hearing on Thursday, October 6, 2022, beginning no sooner than 9:00 a.m., in Room 311 of the Carroll County Government Building (225 N. Center Street, Westminster, MD 21157), to hear public comments and questions on the proposed amendments.
