12/11/25 - FY 25 Continuum of Care Local Competition Update

Because HUD has stated that they intend to reissue the NOFO, Carroll County has decided to move forward with the Continuum of Care (CoC) Local Competition as planned. This is an effort to minimize the risk since the reissue date and NOFO changes are unknown at this time.  The deadline for submitting project applications has been extended to Sunday, December 14, 2025, at 8 pm. We will continue to provide updates as information becomes available. 

Please note, the project applications are not yet available in the HUD portal – Esnaps, so please submit your responses to Carroll County’s CoC application questions as a Word document along with the documents required to meet threshold review.

Also, please remember, if accepted by the Carroll County CoC your agency will still have to submit a project application via Esnaps and the Esnaps questions may differ from the local application.  HUD will score each project application based on the Esnaps submission and independent of the Carroll County’s Continuum of Care scoring.

FY 25 COC NOFO Update:

On December 8, 2025, HUD posted the following:

The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.

In response to HUD’s withdrawal of the Continuum of Care (CoC) application on Dec. 8, 2025, the Carroll County Circle of Caring Homelessness Board is no longer accepting applications. Should a revised version of the COC NOFO be issued, we will invite applicants to apply at that time.

 

2025 Notice of Funding Opportunity

Continuum of Care Programs for the Homeless 

November 26, 2025.  In response to HUD’s release of the Continuum of Care (CoC) application, the Carroll County Circle of Caring Homelessness Board is inviting applications from new or existing CoC agencies to provide housing for homeless populations in Carroll County, Maryland. Agencies may apply for the renewal of existing CoC projects, may propose a reallocation of an existing project or may propose a new project or expansion of an existing project.  The CoC has $118,359 available for an eligible new or expansion bonus project, and $51,106 available for a new eligible project serving victims of domestic violence.  Eligible applicants will demonstrate a history of successful management of programs for the homeless and the capacity to provide or arrange for services for homeless populations.  All applications will be scored using the 2025 Continuum of Care Rank and Review Policy posted at:
