2026 Notice of Funding Opportunity

Continuum of Care Programs for Homeless Services

 

June 24, 2026.  In response to HUD’s release of the Continuum of Care (CoC) application, the Carroll County Circle of Caring Homelessness Board is inviting applications from new or existing CoC agencies to provide housing and supportive services for homeless populations in Carroll County, Maryland. Agencies may apply for the renewal of existing CoC projects, may propose the reallocation of an existing project or may propose a new project or expansion of an existing project.  The CoC has an estimated $500,000 available for one or more eligible new bonus projects, and $102,212 available for a new eligible project serving victims of domestic violence.  Eligible applicants need to demonstrate a history of successful management of programs for people experiencing homelessness and the capacity to provide or arrange for services for homeless populations.  All applications will be scored using the 2026 Continuum of Care Rank and Review Policy posted at:

Important Dates - Carroll County CoC

 

  • June 24, 2026 – Publish Notice of CoC Funding with scoring criteria and send to the Circle of Caring
  • June 29, 2026 – FY2026 CoC NOFO Informational Meeting (held virtually from 1:00–2:00 PM)
  • July 13, 2026 – Letters of Intent (LOI) due from interested applicants
  • July 22, 2026 – Project applications due
  • August 3, 2026 – Project ranking complete
  • August 4, 2026 – Project ranking approved by the Circle of Caring Homelessness Board
  • August 10, 2026 – Written notice sent to successful and unsuccessful applicants
  • August 13, 2026 – Board of County Commissioner approval
  • August 21, 2026 – Final application sent to Circle of Caring Homelessness Boards and publicly posted
  • August 24, 2026 – Submission of Narrative/Project Ranking (including notice of public posting)
  • August 26, 2026 – CoC Application due to HUD
