West Carroll Recreation Council's 2020 Volunteer of the Year is Stephen Valerio. Since becoming President of the West Carroll Rugby Club a few years ago, Stephen has brought a boost of energy to the program. In a year that would have been easy to write off, Stephen kept the best interests of the program's participants' insight. 

West Carroll Rugby was one of the few Rugby programs in the State of MD to offer instruction to High School Girls & Boys, Middle School Girls & Boys AND Youth players, K-5. His hard work and dedication have kept West Carroll Rugby one of the top Clubs in the tri-state area. Our players & families were very pleased to have an outdoor, socially-distanced activity when so many things were cancelled.
