Solid Waste Tip Fees Increase
Westminster, MD, Tuesday, December 23, 2025 - Carroll County’s Department of Public Works is notifying residents and businesses that during the county’s FY26 budget process, waste disposal rate increases and a new Bulky Waste category* were approved by the Board of Commissioners for the Northern Landfill.
Due to increasing costs to process solid waste at the landfill, an increase in certain tipping fees will be applied to customers, effective January 1, 2026. Residents and businesses may see price changes from their solid waste haulers due to the increase. Waste categories and disposal rates are as follows:

YARD TRIM - OWN HOME NO CHARGE
YARD TRIM - COMMERCIAL $40/TON
SCRAP TIRES (<5 PER YEAR PER HOUSEHOLD)
OFF RIM $3.00 EA
ON RIM $4.00 EA
SCRAP TIRES - BULK $175/TON
* New Category: Bulky Waste includes, but is not limited to, mattresses & box springs, furniture & fixtures, boats, campers, non-recyclable appliances, and other items not typically placed in curbside waste containers.
In Carroll County, haulers are independent private businesses contracted by residents and are not managed by the county.
The county continues to encourage recycling due to its environmental benefits and landfill space savings. The county has helpful recycling information available on a dedicated webpage.
