The mission of Carroll County Housing & Community Development is to promote adequate and affordable housing, economic opportunity, and a suitable living environment free from discrimination to eligible low and moderately low income persons who live or work in Carroll County, MD; and to encourage economic self-sufficiency among participating families while managing resources efficiently.
