FY2026 Budget Adopted

Westminster, MD, Thursday, May 22, 2025 – Today, during Open Session, the Carroll County Board of Commissioners adopted the Fiscal Year 2026 Budget, which begins July 1, 2025. The adopted FY2026 Budget will be available for public viewing on the county’s website as soon as possible. All information in this adopted budget is final.
The $580.7 million General Fund, which authorizes day-to-day expenses, sees an increase of $35.6 million, or 6.5%, from FY2025. The budget does not include any tax increases for FY2026. The budget ordinance does include fee increases for water and sewer as well as solid waste.
The county’s FY 26 operating budget is funded 48% from property tax, 36% from income tax, and 3% from recordation, with the remainder supported by additional revenue sources, including building permits, 911 service fees, investment income, and others.
