The mission of Carroll County Recycling Operations is to reduce landfill waste, conserve natural resources, and reduce environmental impacts by providing guidance and education to residents, students, and businesses about waste reduction, reuse, and recycling. We manage and implement recycling and waste diversion policies and programs in compliance with all applicable regulatory requirements. Our vision is to empower citizens to be stewards of the environment and to ensure a safe, healthy community for current and future generations.

The Carroll County recycling program offers voluntary recycling opportunities for all Carroll County residents and businesses. We are always looking for cost-effective ways to provide a wider variety of recycling opportunities for Carroll County residents. 

County-licensed waste haulers are required to offer all customers a curbside recycling service. Information about recycling and trash pick-up, including how to obtain a recycling bin can be found here. 

For residents or businesses who wish to haul their own recyclables, the County provides a free drop-off site at the Recycling Center at the Resource Recovery Park at the Northern Landfill, located at 1400 Baltimore Boulevard, Westminster, MD 21157. The hours of operation are Monday-Friday, 7 am – 4:30 pm, and Saturday, 7 am – 3 pm. To contact the Northern Landfill, call 410-386-4550 during business hours.
