Westminster, MD, Friday, September 12, 2025 - The Carroll County Board of Commissioners is delighted to introduce Alison Deigan as the new Director of the Carroll County Department of Information Technology.

Ms. Deigan is a resident of Mt. Airy and a seasoned technology leader with over 20 years of service in the federal government, including leadership roles at the U.S. Department of Education and the Department of Justice.  Most recently, she served as Director of Technology Systems for the National Assessment of Educational Progress (NAEP), widely known as the Nation’s Report Card. Ms. Deigan oversaw a $150 million technology portfolio and led the program’s digital transformation—modernizing assessments from paper and pencil to a fully digital experience used by millions of students, schools, and educators across the country.

Prior to her work with NAEP, Ms. Deigan managed technology systems for several major national education data programs, including the Civil Rights Data Collection (CRDC) and the Integrated Postsecondary Education Data System (IPEDS).  She holds a Bachelor of Arts in Journalism from the University of Maryland and is a nationally certified Project Management Professional (PMP).

Outside of her professional work, Ms. Deigan is a proud mother of two daughters: Charlotte, a nationally competitive swimmer, and Isla, a horseback rider and two-time national champion in Tetrathlon—a sport combining horseback riding, running, swimming, and shooting. She and her husband, Chris, can most often be found cheering them on from the sidelines, but she also enjoys reading, playing tennis, hiking, cooking, and spending time with family and friends.
